The Storm boy has a jetpack that allows him to dash further by pressing B. The achievement is to use this dash to set enemies on fire killing them.
Best level is Locus Impurus as the sewer enemies like giant rats die instantly when set on fire. Lower tier enemies like Imperial Guardsmen, Genestealer Cultists (especially the human looking Neophytes) and Gretchin/Grots also die near instantly on being set on fire.
