This should pop during the campaign without too much effort - I got it before reaching the Psychic Scourge - just remember to aim high while hip-firing.
If you're really having a hard time using the Marksman ability to slow time will let you place your shots much more accurately - the Stalker or Lascannon are good options too.

Just get 250 Headshots. Meaning shoot their head. You can get this easier by using 
to get a more focused view/fire and 
to shoot.
A good weapon to get headshots from would be the Stalker Bolter and the Lascannon (since they act as sniper rifles).
