How to unlock the Precision Killer achievement in Warhammer 40,000: Space Marine - Definitive Guide
This achievement is somewhat tricky. The best targets that I've encountered are the Gretchin. One shot from anything kills them. To kill 2 regular Orkz, you need to get a dual headshot. Kinda dicey.
I got this achievement in the Sewer section after you meet up with Inquisitor Drogan. In that section, you'll come across a pile of ammo, including the Stalker-pattern and the Vengence Launcher ammo. Shortly after that, you'll come to a narrow area that has a few Shoota Boyz and a bunch of Choppa Boyz. Within that area are a bunch of Gretchin. I got lucky and there were 3 that hung back from the main bunch. I snuck around to the side and waited for them to line up. Bang. One shot, one achievement.
I like the sewer section because it is narrow. Less room for the enemy to spread out means a greater chance of getting it.

I found the perfect spot that doesn't involve luck or precision:
Chapter 13, right after powering up the Titan and your objective reads "Reach the Titan" you go up a ramp, turn left and look out over a huge platform. 3 heretic guardsmen are standing on the middle of the platform talking, and you can easily line up the two leftmost for a double kill and the achievement! You don't even need a headshot; the guardsmen die from 1 body shot (on normal difficulty, not sure about hard).
As long as you don't move forward onto the platform they won't spot you so you have all the time you need to line up the shot. Also if they do spot you, just reload checkpoint and try again.

Rhyolitic's guide is correct in that killing 2 Gretchin (the little goblins) is the best way to get the achievement. However, you can actually get this achievement very easily right after you get the Stalker Bolter in Chapter 2, which doesn't require any luck or skill.
Once you get the gun, you'll enter a courtyard where a bunch of Orcs will shoot at you from the roofs. Immediately after you clear them out, you'll continue forward inside the building.
After traveling through the building, you'll have to drop down into an open area where you'll see 3 Gretchins. If you drop down, the Gretchins will run away from you. Rather than drop down, just stay up on the ledge and the Gretchin will just stand in the open where you can easily line up the shot to kill 2 of them at once.
If you do happen to miss them, just reload the checkpoint which will be immediately before this part.

This is with the Stalker-Pattern bolter. Simply line up a shot with 2 Orks in the crosshair. You'll most likely get this one by accident, I know I did.
You aquire the Stalker-pattern Bolter during Chapter 2. Your best bet is to line up a double headshot with the Stalker. The easiest way to do this would be to activate Marksman Fury for the slo-mo effect, then line up the shot.
