How to unlock the Low Supply, High Demand achievement in Warhammer: End Times - Vermintide - Definitive Guide

This sounds tricky as if you've played this level much you know the sack gathering finale is a pain. This solution will be more of a suggestion, I'm certain you can do it other ways.

The strategy my group employed for the finale was to essentially take it sack by sack, slowly and carefully and to let people die and respawn if they got downed or into grey health.

Players dying during the finale respawn in the room where you cut the rope to start the finale. It is easy to defend so you can let a player die and then regroup into the room while they respawn. It is wise to have at least two players alive at a time so that it doesn't get ended by an unlucky special rat combo.

Potion spreading potions of speed will give you an extra edge here too, so try to find some during the level.

Can you use weapon abilities to heal? Like Regrowth & BloodLust?

Yes you can, we all had those abilities on our weapons. They are particularly useful on the wizard and the elf.

Can you do it with bots? Or is it 4 players only?

I assume you can do it with bots but they are very trigger happy on using healing items so would likely ruin it. For most achievements in the nightmare update you should definitely run a team of 4.

Great tip regarding staying in the respawn room if someone goes down. It's very easy to defend yourselves in there until you get your teammate (s) back. My group had two people stay in the respawn room while the other two would gather the sacks. Took about 15-20 minutes but this is the easiest way to do it.
