There are two fire-based area-of-effect attacks that I'm aware of in this game. Both of them damage a 3x3 grid (9 squares).
Fiery Convocation - a high elf spell.
Scroll of Fireball - a scroll that can be equipped and used by anyone.
I just picked up a scroll from a merchant when I noticed it. I actively tried a few different times to get 7 enemies grouped into a 3x3 grid, but they never seems to bunch up as tightly as I wanted.
Eventually I opened a door to a new room and there were already 7 enemies bunched up that I could use it on. Just keep a scroll equipped at all times and eventually you should encounter the same.
It doesn't have to kill 7 enemies, it just has to damage 7 of them.
