This can be rather difficult when encountering a gunner from the front.
Your best bet it to take the opportunity to attack while a gunner is firing at one of your teammates, or when by circumstance it is already close enough to you to melee, especially when it is first encountered and has not had a chance to open fire yet.
Perks such as valiant charge (Foot Knight) & holy fervour (Zealot) can make this a lot easier by not only closing the distance, but also throwing any nearby enemy to the ground, granting you free hits.
Stealth perks can also be of use for this achievement, and are available for the Dwarven Ranger, Empire Huntsman, and Elven Shade.

Also, a good way to catch them in melee is to either position yourself so they have to climb up a wall or shelf to get to you, or put yourself around a corner so the gunner has to walk around the corner to put you in range. Either way, the gunner will walk right into you melee attacks.
(Much easier when playing co-op, as bots tend to take these guys out from a distance...)
