How to unlock the Mark of Expertise achievement in Warhammer: Vermintide 2 - Definitive Guide
Veteran items, also known as "reds" drop on level 25+ characters from the following boxes based on chance for higher tier loot:
Commendation Chest (Any difficulty, Challenge Reward, Leveling Reward)
General's Chest (Champion difficulty)
Emperor's Chest (Champion difficulty, Daily challenges)
Peasant's Vault (Legend difficulty)
Commoner's Vault (Legend difficulty)
Merchant's Vault (Legend difficulty)
Soldier's Vault (Legend difficulty)
General's Vault (Legend difficulty)
Emperor's Vault (Legend difficulty, Legend challenges) - This one has the highest chance for Veteran items!
A few things I'd like to add:
1. According to the Vermintide community, while Veteran items indeed drop from level 25, your highest chance to get them is on a level 30 character, so it might be best to hold onto your loot boxes until you reach level 30.
2. It is entirely possible to get Veteran items without ever playing Legend, and sticking to Champion with a full books and quickplay run.
3. If you intend to get all the Legend challenges done, this achievement will come along the way, what, with all those Emperor's Vaults you receive for beating the challenge, you'll have plenty of "reds" lying around.

I have one character at Lvl 31 currently and didn't get any red item while leveling up. What i did was level up another character from Lvl 1 to about 10 saving all loot boxes in the process. I then switched to my Lvl 31 character and opened those boxes with him. I had about 10 to open and the 9th contained a red item.

Not entirely true. You need to accumulate them (preferably) to at least a warrior, or better yet, to a legend
