Here is a solution to un-glitch Spinemanglr. Make sure one of the characters is Kruber the soldier. His special rush move unfreezes him.

Oh my god!! This helped so much!!
He glitched out like 500 times and we unhitched him with this every time.

This is not a guide, but this happens (first thought) misfortunately or fortunately to my group today.
If Skarrik Spinemangir stucks, ergo this villian doesn't move or hit anything, let the host of your session die and then Skarrik might hit his Skaven again. I tried this twice to confirm this "bug" for myself.
I had already fight this boss sequence several times, but everytime I hosted the game, Skarrik stucked.
Perhaps this notice might help a group someday.
