To unlock the Citadel of Eternity you must do the previous Expeditions in order:
-Expedition of Fortitude
-Expedition of Courage
-Expedition of Determination
As you clear one, the next one unlocks, and after you clear the Expedition of Determination, you can run the Expedition to the Citadel of Eternity. The Curse only matters if you wish to get one of the achievements for doing an Expedition dominated by a certain Chaos god. For this achievement you, can do the Expedition on Recruit, but if you're going for the Legend clear, you only have to do the final Expedtion on Legend, not any of the first 3 required to unlock it.
This should be straightforward enough on Recruit, grab boons throughout your run, get good weapons for dealing with boss Monsters, and pay attention to whatever curse is active, as even on Recruit, some curses can be annoying.
