This is theoretically not as complicated as the first Orochi game, however it will require far more grinding this time around. Almost all characters are unlocked if you simply do all the story modes. There are a few that get a bit complicated though.
Dodomekki is unlocked by finding 5 treasures.
Gyuki is unlocked by finding 25 treasures.
Orochi X is unlocked by completing all Dream mode scenarios.

why is there a link to the treasure ach when theres no guide for it?

To obtain all officers there really is no complexity to it other than the character Orochi X. There are 94 characters which are obtained just by progressing through each individual forces storyline (Shu, Wei, Wu, Samurai Warriors & Orochi) but if you just started the game & want specific characters use the following guide:
