This scroll is a luck based drop. You will find this when you defeat an enemy officer. The purpose of this scroll is to give you a further 300xp for every enemy you defeat for a set time period. I got this within the second mission. But if you do not then there is no need for concern as i have received this several times within chapter 1.

Whenever you defeat an enemy officer or activate a Dragon Portal there's a chance you'll get a Scroll of Enlightenment, this item makes it so that every defeated enemy drops 300 EXP. You'll get many of these on your road to the Platinum.
Gleylancer
In story mode, every stage has one random enemy officer who will drop a Scroll of Enlightenment. Collect this to unlock the achievement. In Gauntlet mode, these drop very often at high miasma levels.
