You can earn this achievement as early as the Rangers HQ area. Near the exit to Downtown Colorado Springs you can find a snow pile that looks like a bunch of snowballs stacked up. Simply interact with the pile and collect some. Then go into your inventory and equip them on one of your characters. Then press X twice while controlling that character to pull up the snowball and then throw it at a teammate.
Another pile appears by the north exit after you have left the area and come back in case you wanted one pile with pee and one without.

Both times I've played through the intro mission, and looted all the dead bodies, there have been 'Yellow Snowballs' in the loot. You can use these and throw them at your second character straight after the intro mission for the achievement.
Open the menu, select the snowball and 'equip', then go back to your character, press X for 'Abilities + Items', press X for 'Show Items', hold the left stick over the snowball, and press A to select. Then you are targeting with the snowball, choose one character to throw it at, and press A to throw - pops straight away :)

On supreme jerk at least, you get a couple of yellow snow balls after the very first fight of the tutorial.
Equip them in your quick item slot, the press x twice to select it to throw at your teammate.

You can find snowball piles all over the wastes or find them on people/crates, but there is one pile right outside your HQ before you head to downtown Colorado Springs for the first time. Click on them to go gather them up, Make sure you pee on them first so you can apply status effects on enemies. I've never not pee'd on them so im not sure if you can gather clean snowballs (I've also never found any that wernt pee'd on already) but you can just quick save then throw one at your teammates and then quick load.
