The first place I found to do this was in Colorado Springs, after finishing the Garden of the Gods mission. The vendor in the Market Square named Snappin' Jimmy Bob had all mods but magazine for sale, and I found one of those (including many others) during the Garden of the Gods mission.
After returning to him, I quicksaved, bought the rest of the mods i needed, applied them, and got the achievement. If you have Lucia Wesson in your squad, you should have a high enough Weapon Mod skill to apply the standard mods needed.

Interestingly enough you don’t even need to install them. Simply adding 4 just to see will immediately unlock the achievement.

Interesting. I hadn't noticed that. No need to quicksave/load then.
