How to unlock the Oh Hey, Bros achievement in Wasteland 3 - Definitive Guide

When you enter Steeltown for the first time you will find a corpse in the east side of the map, past the vendor. Inspect it and take a note from it. After each step of the main steeltown questline you will find a corpse of a previously alive NPC each time near the first corpse, another three in total. There is a serial killer out there!

In order for people to die you have to take the last corpse's note and exit and re enter Steeltown Gates and also to progress/complete the Steeltown questline of course. The last corpse needs a level 7 first aid skill check. After collecting all four notes, exit Steeltown and go west of it, at the area with the weird Igloo like structures. There you will find a shack. Inspect it and achievement unlocks.

if you get to the end of the main questline without finding additional notes, does progress on this stop? I forgot to check as I went, but after settling the dispute, I went to Aram's corpse, and there were no other new ones to be found.

You have to take each note of each corpse in order for the other corspes to appear. If you don't take the last note, no more corspes will appear. Also make sure to reload the area (exit and enter again) after taking each note.

Don't think you need to progress the main quest. I had done the Crow vs Ludlow bit but then just left and re-entered the area to make the bodies appear (and to end the Ryan family line)

VigorosoFob7 is right on this one - you have to free The Prisoner from the Ranger HQ to start the hunt. If you passed on the opportunity at the beginning of the game, or again when you acquire the Jailor, you can just open up the cell door.
I can't confirm, but I'd assume this means the Achievement is missable if you kill The Prisoner before beginning 'The Battle of Steeltown'.

No, i understand that- I'm saying I have Aram's note, I have left the area, but no other corpses have shown up near his location.

Does resolving the main Steeltown questline stop the additional corpses and notes from spawning?

FIGURED THIS OUT: It seems that you HAVE to have released the prisoner from the brig in the beginning of the game- otherwise, only Aram's corpse will show up on the ground- Fatima won't be there crying over him, and the other corpses will never appear.

As soon as you enter the location, you can find a corpse and a note on the right. We left and came back to the location and there will be another corpse and a note, and this must be done until there are 4 corpses. Then go to the map and move left and higher, towards the domes. That's where the hut will be.

In order to start the chain of events to receive the trophy, you need to free the prisoner sitting in the punishment cell of the rangers' headquarters at the beginning of the game.
