After progressing the main questline a bit by talking to Markham, you will get full access to the admin vendors in the admin area. Just a heads up. The first time I tried this I killed the first two siblings in a row, then played on through Steeltown DLC completing the DLC. Afterwards I came back to try to kill the third person, and the dialog option was gone (all they had was view their store items). They just called me a murderer and I was not able to get this achievement. I had to reload a save and do all three before finishing Steeltown DLC and the dialog option was there.
