Practically unmissable, if not impossible to miss. After dealing with the servitor bots to turn off the alarm in the Ranger HQ war room, Kwon will be outside the door and says he wants to speak with you. The entire purpose of the conversation is for him to offer to join you. You don't have to accept for the achievement to pop.

So, I've got him in my party since the beginning (he is my healer) , and don't have the achievement?
It's the only recruit bug so far, got it for others like ironclad and hobo.

Tried removing him from party and recruiting again , nothing happened.
Oh well, I am almost at the end, i will try again in a new play through .
