In your conversation with Victory at the end of Little Hell in Aspen, tell him to surrender. He will make an offer to join you instead. Accept his offer, and the achievement will pop.

This is missable, even if you arrest him. You can send him to prison at your HQ and he's there, but no way to invite him. So it must be done when given the chance, which will likely anger the some people.

I recommend quicksaving before talking to him, so you can get the achievements for all three paths (kill, arrest, join).

To recruit Victory, you need to first attempt to arrest him. When you try to do this, he'll offer to join you. Accept and you'll get this cheevo.
