To arrest Liberty, you'll have to do one of two things:
-Pass a level 10 Hard Ass check while confronting her to convince her to come with you peacefully
-Engage Liberty and her bodyguards in combat and reduce her health enough that she'll stop fighting and decide to give up, giving you the opportunity to arrest her. If you choose to go this route (or can't pass the skill check), you may be better off trying to focus your attacks on her to trigger the dialogue rather than trying to pick off all of her guards one by one.

When you're in the end of the game at Yuma Speedway, you need to go behind the locked garage door and face Liberty
To arrest her, you'll need to first have a hard fight with her and arrest her midway through when she surrenders, or pass a skill check of Hard Ass 10 to end it peacefully.
To get the other achievement regarding Liberty, save before you go through the garage door.
