Save your game, this area is VERY hard.
Enter Las Vegas from the middle east side, follow the asphalt, then go UP in the first crossing streets and LEFT on the next crossing streets.
His hideout is located in the first light gray building on the asphalt road to the east of the Scorpitron Boss.
In the fight choose RUN and go UP in the abandoned building.
The password into his hideout is "KESTREL". Tell the guards outside his door that "Crumb" sent you.

Does the achievement pop as soon as you encounter him, or do you need to kill him? I was just doing this quest and I didn't get the achievement. I've been having issues with them popping left and right, though.

I just entered his room and the achievement popped for me.

Faran Brygo can be found in Las Vegas, two buildings to the east of the Scorpitron enemy posted up in the middle of the map. The password to his hideout is "kestrel" and you need to say that "crumb" sent you. You can simply walk down the hallway and speak with him in his office to unlock this achievement.
