How to unlock the Ace Up Your Sleeve achievement in Wasteland Remastered - Definitive Guide
Ace can be found when you reach the city of Quartz and are doing the quests there. The battles are probably a bit rough for a new party, so I recommend waiting until you comfortably reach Quartz and not rushing there.
Inside of Quartz, on the right side of the map is the Hideout (just NE of the courthouse). It's labeled as Decrepit Building when you enter. You can enter via the front door, or if you go into the alleyway on the side you can use a rope to climb the building and jump down through the windows. It has *loads* of enemies inside.
Once inside, work your way towards to Officer's Lounge, which is to the south east. Inside there will be a bar counter with a trap door behind it. Going down the trap door will reveal a few jail cells with Ace inside of the left one.
You'll have to pick the lock (which does work, but took me a while), or use some TNT on the door to break it open. Once the door is open you can recruit Ace for the achievement.
Also, if you're like me and didn't realize that you could actually recruit NPCs to a maximum party size of 7 - here is how you do it. Stand next to him and start an Encounter. Now, instead of attacking him just select Hire with everyone.
Lastly, you can also rescue Felicia in this building for another achievement.

I think Pickpocket success rate also ties to the Dexterity of the character as well as pure RNG.
I did it on PC so it was easier to rapid fire the selection - I got it open in about two minutes.
I'd say go buy some TNT and try that route!

How long is "a while"? I'm on picklock level 2 (7 DEX) and I couldn't do it for 5 minutes straight.
Edit: Well, just used a bit of TNT, couldn't open it with the skill at all.

Ace is found in the bottom of Ugly John's Hideout in Quartz. When you enter, this is simply labeled as a Decrepit Building, but you'll quickly realize you're in the right place by the number of guards that attack you. Work your way to the office on the right side to find a trap door behind the desk and enter the basement to find Ace locked up. You need to use the Lockpick skill to free him, and recruit him for the achievement. It took me a few dozen tries with Lockpick 3 to get in, so don't give up.
