The first time that you enter the Rail-Nomads Camp you'll get some dialogue mentioning that the Brakeman wants to speak with you in the Caboose. Go into the Caboose and speak with him and he'll give you a Visa Card to give you Headcrusher in the city of Quartz. I've heard if you don't talk to him now that the quest disappears, so be sure to speak with him before you leave!
Quartz is located to the east of the Rail-Nomad Camp, but it's on the other side of the mountains. (You don't want Guardian's Citadel, which is very close by the Rail-Nomad Camp to the east). You can head there now, or just hold onto the Visa Card until you eventually end up there. There are random battles in this quest chain that may be too tough for an ill-equipped party.
When you enter Quartz, try to enter from the SE corner. This'll put you near a cemetery and Scott's Bar. Go into Scott's Bar and walk past the bathrooms. Headcrusher is sitting alone at a table to the south with his back to the bathrooms.
You'll have to place your character in the empty chair and use the Visa Card on the chair, not the table or Headcrusher, and it'll trigger the achievement and some dialogue.

So I couldnt figure it out, I needed to Disband the character holding the Visa on his inventory, move him to the chair and then Use the Item Visa on same position I was in.

In the first rail care on the east side of the Desert Nomads camp you will find a character named Brakeman who will ask you to deliver a Visa card to someone in the town of Quartz. Head to Scott's Bar at the south of Quartz town and find Headcrusher sitting alone at a table directly to the left of the bathrooms. Sit in the chair across from him and use the card from your inventory to give it to him for the achievement.
