Use the perception skill on the crystal ball inside the magic curio shop in downtown Needles. The crystal ball is on the bottom right wall.
The, Pants, Party
You will need to enter the Downtown section of Needles from the western side (or travel through the eastern section first) and find a small shop south of the road with a glowing purple ball on the shelf. Stand in front of it and use Perception to unlock this achievement. Depending on your Perception level, it may take a few tries.
