The first place to stop off is Highpool. You can look in the big dorm at the bottom to find a pump (middle of the room, near the bed) . It needs an Engine to get it running again, and you'll need $500 to buy one.
Go to The Desert Nomad Camp, there you'll buy the Engine in the fourth car from the left (trading car) for $500.
Now head back to Highpool, enter the dorm and use the Engine in the pump and the achievement will pop along with a generous loot.

If you don't have money, make a save, go to Quartz (just follow the river up) and sell everyhing in the bottom left Shop.

You will find the water pump in Highpool in the building to the south of town, next to the doctor's office. To repair this, you need to purchase an "Engine" item from the Desert Nomads camp for $500. The shop is in the middle rail car. This can wait indefinitely, so if you're short on money toward the beginning of the game you can just move on with other things and grab the engine later. Once you have it, simply use the engine from your inventory when standing in front of the pump to fix it.
