The Hobo appears in one of the middle train cars in the Rail Nomad Camp.
He'll tell you 10 different auguries, or story "hints", but needs to be sufficiently drunk to do so.
Basically, you'll have to use a Snake Squeezin's on him to get him drunk, then he'll tell you one. Rinse and repeat 10 times total to hear them all.
If you're looking to knock this out early the shop in Highpool sells Snake Squeezin's for 10$ each. It's on the second page of the shopkeep's inventory. You could always reload your save to get your money back after you pop the achievement.

The, Pants, Party
The Hobo Oracle can be found in Desert Nomads inside the middle rail car. Using a bottle of Snake Squeezins from your inventory on him will play a quick cutscene where he tells you about a vision he has, each of which relates to a different event later in the game. Do this ten times to unlock the achievement. The booze can be bought for only $10 per bottle in Quartz and other shops later in the game.
