How to unlock the O Captain! My Captain! achievement in Wasteland Remastered - Definitive Guide
After getting enough XP for a character, you can hit to radio into Ranger HQ and they'll promote you up through the ranks. Captain rank is the forty-fifth rank in the promotions, and requires 1,013,760 XP on any character.
Depending on luck and gameplay, it's theoretically possible to get through the main storyline before getting this rank, although it wasn't for me (I was well into 56 and nearly Major when Base Cochise fell), but expect it to be a good chunk forward through the game. I would expect this around the Guardian Citadel bit, which is not a place I'd suggest for trying to grind out XP. Wandering Darwin (or even still back in Vegas) is better recommended. As noted in my other rank solutions, it seems that you get more XP when killing things with melee, so the best way to grind some of these levels out is by decking a few of your crew out with some good melee when possible.
There's a building near the center of Las Vegas (SE of the big intersection where Scorpitron will likely trounce you around this level), there's an Abandoned Building along the roadside which, when entered, will cause you to be attacked by insects... and also includes a handful of baddies, including a couple of snipers and combat hackers. One of the combat hackers drops the Proton Ax, which is a fantastically strong melee weapon for midgame that should help you level faster.

Make sure everyone has swim and go chill in the middle of the world map lake. Use the camp command and each party member gets about 800 xp every 3 seconds or so. It's not fast, but you can get upwards of a million per hour. I haven't found anything faster yet.
And from TechnicallyCalm:There is also another one that doesn’t include drowning. There is an alleyway between Ugly’s hideout and a building. Once you enter there, you use a rope to climb up, kill the one enemy there and camp next to the window. I know I’m getting more then 1000 doing so.
I can confirm that I spent a good many hours getting from 5m to 8m harvesting for the last rank, so camping for levels (particularly early on) might be a good way to reduce risk in the game overall.For this and the other rank achievements:
