After you extend the bridge, you'll wind around and then find the cyborg factory. One terminal works; the one not in a cage on the lower left. Type "RUN" to start the routine, then select Admin for the intel type.
Recommend picking up VAX if you haven't earned all the rank achievements, he's a well rounded NPC and best of all, he comes equipped with effective armor and weapons (60Hp, Laser Rifle and plenty of packs).

Does the achievement pop right after running "Admin"? Doesn't unlock at all for me.
Edit: Got it to unlock on Xbox One. Seems like some Game Bar bullshit again with Win 10.

Same here.
I saved the game in a slot just before I activated the console. Like all the PC achievements, this one is "sticky". Best bet is to save just before.
It took several attempts of doing the following.
Exit the game. Restart computer. Log into Xbox app. Start game and then do the achievement. This seems to work almost every time. But at least the save before the achievement event helps if it doesn't and you don't have a lot to repeat.

The, Pants, Party
This computer can be found on the second floor of Base Cochise, after falling down the chute from the top floor. You'll need to kill a robot and extend a bridge, walk through the red hallway and you'll come to a room with a ton of computers behind locked doors. However, the computer we want is not locked away at all and kind of hidden on the left wall. Step up to it and type "run" then select the "admin" command to create VAX. You do not have to recruit him for this achievement, it will unlock immediately.
