Go to the Agricultural Centre, after the dialogue at the entrance, you'll be asked to help them.
You'll then move into a field of crops with a satellite dish in the middle.
Harry seems to appear in the row of carrots to the left hand side, near the top.
Defeat him as you would any other enemy, hes pretty easy to kill. Boom 50G

wouldn't pop until I looted him, seems common in this game but thought I'd mention it.

Harry can be found in the Agricultural Center. As soon as you enter this location, walk forward to interact with the group of farmers and agree to help them to be sent straight to the field. If you choose to ask about money, you can free roam the farm but he'll never spawn. After being sent to the field, you can find Harry in the row of carrots on the left side. He isn't very tough to kill, and the achievement will unlock when you loot his corpse.
