How to unlock the Fully Kitted achievement in Watch Dogs: Legion - Definitive Guide

For this one you’ll have to unlock all stuff in the Tech menu, and also all of their upgrades. You’ll need a lot of Tech Points and you won’t get enough of them after finishing everything. Now open your map and go pick up Tech Points, they will be marked on the map after turning boroughs into Defiant state. You don’t need to pick them all up so feel free to skip the most annoying ones.

I advise you not to miss technology points scattered around the map, since they are given little for completing missions and liberating areas.

There will be plenty of points, but it’s better to collect everything around the city at the beginning, improve your skills and play calmly.

If you combine it with the trophy for completing the “Resistance” mode, you will have to collect all the points in the city, because otherwise you won’t get it. Clearing the city + completing the entire game will bring you exactly as many points as you need to unlock everything.

To get this trophy, you need to pump all your skills to the maximum in the “Technology” tab. That is, everything must be pumped up to level 3.

There are a total of 130 technology points scattered throughout the open world (130 green icons on the map).
You automatically receive about 300 skill points (20 skill points are given for a story mission) in story mode. After completing the entire story, you will need to collect approximately 100 of the 130 technology points scattered around the city to buy all the upgrades, meaning you can skip the remaining 30.

I bought absolutely all the upgrades, all the weapons are also at maximum, but this trophy and “Ready for battle” did not appear. Restarts don't help, knocking out other trophies too... Maybe someone knows what to do?
