Arrest must be enabled in skills (I had a police officer) and you can arrest any 5 people even in peaceful zones.

It turns out that the handcuffs skill is not displayed in any way when viewing the “profile” of a potential agent. He will appear only after recruitment. I ran around for a long time, looking for this skill in profiles, then started recruiting all the police officers and Albion employees with different ranks. Recruited one single random cop found near Buckingham Palace. Therefore, I can’t say anything whether everyone has this skill, but by default it is turned off, therefore, having read the tips that you need to look for it by recruiting almost the entire police and looking at whether they have the skill, and discovering that my friend the police chief does not handcuffed during neutralization, I put this trophy aside until one day I looked at it in the menu.

You can get it in the online task “Without Paper” / Paperless from the series “Money Heist” - after unlocking the security system, you need to go in and neutralize 4 people in the bank - they count towards this trophy. In fact, you don’t need partners in the task; you can do everything yourself. The trophy requires 5 people, so you can start the task again if you don’t get the achievement the first time.
