The easiest way to get this achievement is to get your gun out in public and start shooting. Someone around you will pull out their phone and start calling the Police. Check your Minimap and look for a Red Triangle. Simply chase after that person and Press B when close enough and Aiden will grab the phone from their hands and smash it. If you didnT get to them quickly enough, the Police will be called and you'll need to try it again.

This one is easy. You'll have to stop 10 pedestrians from reporting you. There are 2 ways and both are cumulative. Either have someone call the police or while hacking look out for people with the blue square and the description "connections with blume" (something like that). Shortly after hacking, they try to call blume and place a bounty on your head. Both callers are represented by either a red (police) or a purple (blume) symbol. You'll have to chase after them and hit B. Blume is easier due to the fact the caller will be right in front of you - but you'll have to find blume agents.

If you do not want to try and find the random person in the crowd after firing your gun, or look for Blume affiliates, there is another method you can use that will allow you to always know who is going to call the cops.
Carjacking. They do not always call the cops, but most of the time they will. Simply steal someone's car, and then watch them closely, if they call the cops, run up to them and take their phone, or use jam coms.
Rinse and repeat and this will easily be yours. Obviously there has to be someone in the car, so taking empty rides from parking lots isn't going to work.

Was going to write this solution and see that you already did. I went on the parkway and just started jacking people's cars and as soon as you do that, they'll call the cops. Easier to catch up to this way too. I noticed it's the women that call the cops more often :P

You can get this and the Hardware Fail achievement together quite early in the game.
As soon as you are given a gun in the story, find a car park (I used the one at Aiden's apartment/hideout) and just start shooting tires on parked cars. As you go about doing so, civilians will see you and start to call the police. As soon as you see the red triangle, chase them down and press B to perform a non-lethal take down.
Rinse and repeat until you have both achievements.

This is pretty straight forward. The first step is to have some citizens call the cops on you. You can do with buy stealing cars, or taking out your gun and shooting it in public.
Once the citizens react to this, some will try to notify the cops by calling them. At that point, a flashing red triangle icon will appear above their head, with a progress bar filling up around it in a clockwise manner.
At this point you must run up to them and preform a non-lethal takedown to take their phone away and stop the call. If they are too far, make sure you shoot them or use the Com Jam in order to stop the call because if the call goes through, the police are notified, and you won't have any more callers to interrupt.
After 10, you will unlock the achievement.

This is a very straight forward achievement as others have mentioned.
To unlock it, you must "knock down" 10 people who are reporting you to the authorities. This is done with the "B" button when they have a red or purple icon over their head.
There are two tactics I've used to trigger them to report me:
-Shooting a gun in crowded areas. There is always one person that will report you. Be careful to get all of them, as sometimes it'll be more than one!
-Hacking anyone who's "status" is "Blume Affiliate." Blume Affiliates will report you 99% of the time. Just hack their phone and stay on them for a little bit. They should call.

If you haven't already done this earlier in the game and wait until "In Plain Sight" (Act 4 Mission 2) you are tasked with finding the source of the Breaking News Alert after meeting with Damien.
When you run by people they will be alerted with a yellow triangle above their head. When that triangle fills they will call the cops, just hit B immediately and it will make them hang up. You will sometimes have 3 people fill yellow, but only 1 calls. Just keep running around that area repeating this until you have 10 calls. Took roughly 5 minutes and saves you the hassle of people running off and having to chase them.

Quickest and easiest way to do this is to use your car to block off a junction and wait for a queue of traffic to appear.
Then simply run along entering each car
and getting out straight away . There's a high chance they will ring the police straight away and are right next to you when you get out of the car. Simply press 
when prompted.
Pedestrians can ring the police too so do it near the sidewalk if you can.
This took be about 60 seconds to do.

There is at least 2 methods for this one.
- Run towards the person calling the cops, and press the "circle button" on your controller, for a non-lethal takedown.
- Drive towards the person, not hitting the person, but very close. and they'll get spooked.
What i did:
Enter random cars, sit still until someone start calling the cops.
Do this 10 times and .. voila.

Step 2: Immediately press Triangle again to get out.
Step 3: If your victim doesn't call the cops after a couple seconds, go back to step 1.
Step 4: If a red triangle appears, run towards the person until you see the Circle prompt.
Step 5: Press the Circle button to grab their phone.
Step 6: If the trophy unlocks, you are done. Otherwise, return to Step 1, nine more times.
