For this achievement, just do exactly as it says. Shoot out the Tires of 15 different vehicles, doesn't matter which vehicles you choose and doesn't have to be all 4 tires on the car, just 1 will do. Parking Lots are great for this!

Worked like a charm, thanks. You might want to add in parking garages (possibly with locations of a couple), since if you have the silenced pistol you should be able to get most or all of them before or even without anyone calling the cops on you.

If you want to get this EASY!!!! Just play the Spider Tank Virtual Trip game, thats how I got this cheevo!!

You can get this and the Communication Fail achievement together quite early in the game.
As soon as you are given a gun in the story, find a car park (I used the one at Aiden's apartment/hideout) and just start shooting tires on parked cars. As you go about doing so, civilians will see you and start to call the police. As soon as you see the red triangle, chase them down and press B to perform a non-lethal take down.
Rinse and repeat until you have both achievements.
As soon as you are given a gun in the story, find a car park (I used the one at Aiden's apartment/hideout) and just start shooting tires on parked cars. This is already pretty easy to get just by going into a parking garage or lot and popping tires, but if you want an arguably faster (and definitely more fun) way of doing it, here ya go...
It seems this achievement also counts tires shot out by the chain gun in the Spider Tank trip. When you pop in just aim low on cars and spray them with your chaingun. Just keep riddling every car in sight with bullets, and this should pop in no time. I did one trip in there that I only stayed in about 2 minutes, and by the time I came out I was only one tire away.
As with many of these achievements, you can use the XBox One's achievement app to track your progress and see how many you need.

The quickest and safest way to do this is in the Digital Trip, Spider Tank. You'll run into hundreds of vehicles and have a machine gun that has unlimited ammo (just needs "recharging" after certain amounts of usage), and will get it just by going through the objectives, but if you just want this trophy you have enough time to ignore those and go directly for tires.

Another way that this trophy may be gained is by shooting out the tires of vehicles after online races.
The easiest way is by using a shotgun and spraying at vehicles after you have completed the race. Note that you will have to press triangle in order to get out or off of the vehicle.

Another easy and quick way to do this is to just shoot out the tires on parked cars. Go to a parking lot for lots of cars in one place and less people walking by you.
I just went to a parking lot and shot at the tires of all parked cars there.
Tip: use a silenced pistol. I started out with a full-automatic assault rifle but people started calling the cops right away. After switching to a silenced pistol, I didn't have a single police call.
