All that is required for this achievement is to simply complete 10 Public Online Races. It doesn't matter what position you come within the race, just make sure you finish and pass all checkpoints.
If your car takes too much damage it will be destroyed, hold Y to respawn. Once you've completed a race and the race has finished, another race will start within a 30 second time period providing there are more than two people. You can vote for the next race by holding the left arrow down on the D-pad.
You find Online Races via the Map and can switch between Campaign and Online by pressing RB. Use the D-pad or analogues to switch between the different Online gameplay type. The bottom section is Online Racing where you get to host privet games or join public sessions.

You don't have to win the race. You simply have to finish. Depending on the skill of the competitors relative to yours, though, this can sometimes be difficult (you'll run out of time after the first person reaches the finish).
Using the menu, go to the online app (in-game) and select the Races option. I believe you have to reach a point in Act 1 after a few story missions before online options are available, but I may be wrong. Anyway, sometimes it takes several minutes for the system to find a race, so be patient. But once you're in one, you can pretty much just keep going race after race unless everybody else drops out (it only takes you and one other person to race).
Fun tip: At the finish line, hop out of your car or off your motorcycle, take out a gun, and start shooting at your competition. Good times.

Just a general warning... the race system in this game is pretty painful at times. Connecting to races can take a while, and when it does sometimes you'll find yourself inexplicably in last place with absolutely no chance of catching up in time. Lag in the race can be a pain but mostly this seems to just make it hard to pinpoint exactly where your competitors are. I've even had a Race Abandoned after most of the competitors had actually finished!

Another thing worth noting is that you cannot get his on PS4 if you are not a PS+ subscriber. not sure about ps3

Foreword: the servers for this game in 2023 are HORRIBLE. It will likely take you many, many searches until you can connect to a match.
In depth guide for newcomers to the series. You cannot play Public Online Races until you unlock them through story progression.
To do this, start a new game and complete the first tutorial mission. After that you will go to sleep and start a new day, where you have a mandatory hacking side mission you need to complete.
It doesn't matter if you fail it or not, you have now met the qualifications for Public Online Races. You need a minimum of two accounts to start a match.
Press the Back Button to go into the Game menu and press the Right Bumper to go into Online Contracts.
From here, go down on the map until you see Public Online Races and select that. If you are double boxing this, you will need your dummy account to have the same amount of story progression as your main. Otherwise, your boosting partner will need the same amount of story progression.
Both accounts search and you'll get matched up in an online race. Win or lose it doesn't matter, but whoever needs the achievement MUST cross the finish line to get credit for a race. Do this nine more time and the Achievement will be yours!
If you happen to get stuck on an obstacle during the race, hold Y to respawn.
