It was glitched for me but ended up popping while I was on the l-train a few hours later. Just so everyone knows it may randomly unlock.

Could it be tied toto progression? Like many others I did the burner phones before they were actually on my map, so maybe the achv won't pop if you haven't technically reached the point where you are supposedly able to complete the investigation?

I also had it glitched. It popped after I did the last missing person and before I grabbed the last burner phone.

Yep this glitches on me as well. It shows 100% on the achievement list and it hasn't unlocked. Is another complete play through required to unlock?

You might want to update this as the burner phones do not count toward this achievement. It could have been a coincidence that you had all the burner phones when the achievement unlocked but it is not needed. Otherwise, thanks for the solution.

I did not get ( I did 10 of 10). Did not receive another achivo because of this..sigh

The achievement tracker goes up by 20% after completing each investigation. That means you do need to complete all 5 investigations.

The earliest you can get this achievement is after Act 3 Mission 1: Hope is a Sad Thing.

Anyone know if this pops if you get the investigation achievements across multiple playthroughs? One of the investigation achievements glitched so I need to replay on a new save file to unlock it, and I'm curious if this will unlock or if I'd need to do all of the investigations again.

@ F34R The Dude13, I think he was trying to be funny. I know it wasn't, but he's just starting out. Give him a few years and he'll be like Dane Cook. I know he's not funny either. We all start somewhere.

Anyhow, this glitched on me too. I did the burner phones before they were on the map like ScuzzyBunny mentioned, it didn't pop later on when they would've been visible on the map. I ended up putting another 15 hours in the game mopping up other achievements and it never popped. What's especially weird is that even on the XBox One Achievement App it shows that I have the achievements 100% completed.

Oh well. Not surprising to find another glitch in this game.

@Danny Bizz I just completed this again on a second playthrough. I had 3 achievements glitch on me during my first playthrough, which warranted a second playthrough. To answer your question, this achievement SHOULD pop across multiple playthroughs, as it just did for me. Let me explain:

My first playthrough the achievement tracker only got up to 80% for "They Call Him the Vigilante". This is because my "Revoking Client Privileges" achievement didn't unlock on my first try. Thus completing 4/5 requirements for "They Call Him the Vigilante". I started my second playthrough and played up until Act 2 Mission 12 "A Risky Bid" to unlock the human trafficking missions again. I sped around the map hacking all the buyers and then collecting all the briefcases. After the 10th briefcase, I got the call about DeMarco. Killed him, and both achievements popped at the same time- completing Watch Dogs at 100%. So it seems the only criteria for "They Call Him the Vigilante" may be acquiring the other investigation achievements for it to unlock. I hope this answers your question, and anyone else who may be in the same boat as me. I couldn't find anything online before starting my second playthrough. So I figured id share my story as both Microsoft and Ubisoft were of NO help whatsoever.

Note: I would HIGHLY suggest ONLY playing Watch Dogs while connected to the Ubisoft servers. I believe I got into the situation I did because half the time I played Watch Dogs, I'd be offline playing the game and the servers didn't update correctly when coming back online. Thus, causing some of my achievement progress to stick. It isn't worth the risk playing offline imo, so maybe play something else if the servers are acting up.
