Really simple and fast easy way to get this... just get yourself to the shoreline and jump in a fast boat. Pull out your gun and start shooting till you see a red triangle appear for when someone is calling the cops. Killing civilians will cause them to call quicker. Once the red triangle is up get behind the wheel and start driving out into the open sea. So easy to evade the police scans when you're in a fast boat with nothing in your way! Simply evade the yellow scan circles till they stop searching, drive near the shoreline and start shooting again. Rinse & Repeat and you'll get this in a few minutes :)

The easiest way to start a police scan is start shooting near a bunch of civilians. 9 times out of 10 one will call the cops. Now, the trick is to have a fast vehicle near by and immediately jump in and book it. Yellow circles will come up, showing where the police are scanning.... just keep driving as quickly as possible, avoiding the yellow circles and within a handful of seconds you'll hear them on the radio saying they couldn't find you, and the scan will stop. Do this 14 more times and the achievement is yours.
These scans will also happen organically as you play, but this way makes sure you have nothing else to worry about and can focus on avoiding the scan.

That's probably a matter of personal preference. I know personally the bikes are a liability to me. Too easy to get knocked off... but hey, whatever works for you works for you.

Using the guide form Kaiser679, the best way i have found is to start at the L-Train station right near the stadium in the Parker Square district, then after shooting and getting cops called, i drive on the highway over to near the base of the Sears Tower in The Loop district. The police scans seem to only come from the water on this route, and while you may be seen if you use a fast car, they cannot keep up with you, i have done 4 "loops" of the route and evaded all 4 times!! Again drive one way for one evade, then turn around and repeat the loop!

Easiest way to get Free Radical, White Rabbit and Scanproof is to steal yourself a boat and go to one end of the map on the coast.
Park yourself up alongside the coast and fire a few shots till someone calls the police, escape the CTOS scan then rinse and repeat.
The more people you shoot up the higher the level of scan goes and then once you get up to level 5 you can let the scan scan you and get into a chase.
I've found that if you just start the chase out to sea then the helicopter will keep following you no matter how far ahead of it you get, easiest way to solve this is to disrupt the helicopter then shoot at it till it flies off for repairs then sail into one of the little rivers (or whatever their called) so that a cop car sees you and then sail away. The helicopter may come back at some point but you should be able to outrun it then.
Soon as you escape the Level 5 police chase you can go back to escaping the scans to finish off getting White Rabbit.

Another way to make this easy is with the special stealth vehicle you can purchase via Uplay. It's super fast and handles relatively well (for this game anyway.) I would pop off my shotgun a few times on a crowded street, causing someone to call the police, then get in my stealth car. I would evade the police very easily, then just rinse and repeat as soon as the evasion was successful.

You can do this multiple ways including just being a bit aggressive during the campaign. But if you need to just get a few extra escapes to get this trophy then this is how I would recommend doing it.
1. Get yourself a fast car, either steal one or use your phone app. Fast cars are better at getting out and staying out of a search/scan zone.
2. Go to a crowded area and stand next to your car.
3. Aim any of your un-silenced guns in the air and fire.
4. Wait for someone to call the police and jump in your car and start driving.
5. Avoid being in the yellow search areas for too long. If it reaches 100% you have been found and failed this attempt.
NB. If you have good karma (or whatever it is), then people tend not to call the police as much when you "borrow" their cars, which is why I recommend this method.
Helpful tips:
Do not be afraid to use your "Jam Comms" which can be used while in your car and can be chained if needed. You can however get away with the search percentage getting quite high and this drops while you are not in the areas so having a fast car helps keep it low so no need to panic.
Avoid driving down small roads as you are more likely to need to slow down or even crash.
Have a low "wanted" level (the chain at the bottom right below the map). If you have several nodes highlighted when you start then the search will be more aggressive and last longer. This will degrade with time when not being naughty but you could just do it anyway for the giggles.
Shoot at tires (not your own!) to get people phoning police if you haven't already got this:

1. Go near the docks (facing the Lighthouse on your map)
2. Secure a fast boat
3. Bring the boat as close as you can to the boardwalk (near the water Taxi is best)
4. Fire shots in the air, wait for people to call the police
5. Flee towards the Lighthouse before the scan even occurs
6. Dodge / Jam scans accordingly
7. Repeat as many times as necessary
8. Profit

Enter random cars, and sit still until they call.
As soon as they start call, drive away.. and stay out of the circles on your mini map.
