My best solution is to not use it at all since the damage you do with Bare Hands is beyond the beyond.
The best way to get it from my POV is to buy the SCROLLS from the merchant in the OUTPOST. He should sell them after a couple days within Amana. I'm not entirely sure if you can get exp for using Bare Hands (again from my experience) but if you do then that's a long long road your taking for using Bare Hands.
Just thought I'd throw this idea out. It's not the best and it's not the worst but it's another way to get it if you're one of those rich Samurai then spend away. If there are any other suggestions out there then feel free to throw them out.

I think you're right, the only way to do this is with the scrolls. I fought for-ev-er!! With my bare hands and didn't unlock a single move upgrade. Thanks for the guide though!
