In order to create a weapon you must mix a couple materials such as pommels, hilts and guards. You can easily only pick one of these and create a cheap weapon to get the achievement quick because it isn't necessary to use all of the components, Don't forget to kill him after if you want your yen back. Also there is a title for creating 20 weapons which will factor in to your obtaining 20 titles achievement. Good luck!

You unlock this by going to one of the Dojima Blacksmith Brothers with the necessary four pieces of a weapon: blade, pommel, grip and guard. Speak to the smith and ask to talk about weapons. Choose to create a weapon, select the four pieces and you’re done. If you’re having trouble finding any of the pieces - you really shouldn’t be as they drop by the dozens from people you kill - the smiths sell plenty of all pieces.
