To do a whip shove combo you need to first hit an enemy with the whip

. This will cause them to get knocked down. Most enemies will allow you to do this twice before they die.

Do you have to be standing fairly close to the NPC to do this? You can whip them from quite a distance, but shove?????

Yes shove you must be close enough to push them.
