there is a quest called old soldiers the final part during the final objective (find lost footlocker) you access an attic left of the footlocker is a military radio use this to talk to johnny and get the achievement(with arthur) here's a youtube video of the quest
Just to throw my 2 cents in. The quest was in the north part of St. George's Holm for me. Seems the random generation of maps can put this anywhere in St. Georges. Also It only triggered for me after 9pm. Had to be night to trigger. I did this as Arthur.

Access the attic through the fire place, where a ladder drops down. Not sure if you have to meet the "loony in the treehouse" and start or complete any of those quests beforehand. Not sure why flipmodeXXIII could not get back into the house. There were random NPCs in the house when Arthur returns. The quest "Old Soldiers" is found in the southern section of St. George's Holm.

If you're like me and hate being forced to watch a Youtube video, here's a text solution instead:
There are TWO houses in St. George's Holm (playing as Arthur) that are part of the Old Soldiers questline. Only one of these houses will trigger the start of the quest...the second one will remain shuttered and serve no function until you find the first house and complete the first part of the quest. Maps are randomly generated so it might be different for you, but I came across the "second" house first in my main area of St. George's Holm, and didn't find the "first" house and get the quest triggered until I explored the offshoot secondary area of SGH. It was night for me when I came across the "first" house, so can't confirm whether that's a coincidence or indeed a requirement for the quest to trigger also.
Once you trigger the start of the quest at the "first" house by eavesdropping on the arguing couple, break in by whatever means you prefer and knock out the people inside the house. Upstairs there will be a room where you find an old man in a wheelchair. Talk to him, and he'll ask you to break into the "second" house to confront his brother. Now when you go to the "second" house the shutters should be up, so you can use a window to get in or lockpick the front door if no one's around. Find the brother and his journal, take it back to the Colonel in the "first" house, and you'll be given access to the footlocker next to him. Don't forget to loot this footlocker! It has an item you need for the last part.
Now return to the "second" house and locate the fireplace. Above the fireplace should be an empty gun rack, and you'll get a prompt to place the old rifle there. This will drop down a ladder inside the fireplace, which you can climb to reach the secret room. Here there should be a fairly obvious ham radio setup that you can interact with to get this achievement.
Also I'm not sure whether or not you need to have completed the Treehouse questline in Lud's Holm before you can get this achievement (since Johnny Bolton is someone you meet for the Treehouse quest). I would assume that you still can, and just instead of Arthur commenting "oh it's that loon from the treehouse" during his conversation, you'll get some sort of dialogue that starts the Treehouse quest for you if you hadn't already found/completed it. Please leave a comment if you completed Old Soldiers before Treehouse and let me know what your experience was.
