Grandma appeared for me around Chapter 5/6.
She has 2 tasks for you. And her first one is on tougher side to deal with.
First task requires you to make a Katamari of 12 meters in 12 minutes. It sounds reasonable but it is a tad tricky. My advice would be to be near the progression gates when you open them and capitalise on the next space. It took me about 4 tries to finally beat this part of the challenge.
Second task requires you to make a Katamari of 20 meters with no time limit, plus you start at 10 meters, so have fun!
