I got it just by finishing the level once, even if I missed many of the clouds. So the winning condition is unclear but the game is forgiving.

The Rain Coat Girl appeared for me around Chapter 9 and can be found near Hansel and Gretel, Lazybones and Crane Hat Boy.

Roll Up Clouds - Gather as many clouds as you can within 4 mins.

By the end of my first attempt I had hoovered up 420 clouds (84%) at a Katamari size of 767 meters and 90 cm’s. This cleared the stage although I went full effort on this stage. I highly doubt this amount is required to get a pass.
