The Fund Raiser appeared for me around Chapter 6.
They have just one task;
Accepting Donations.
This task has a slight change from the usual Katamari business. The objects you hoover up have a numerical/cash value, there is no apparent goal to completing this.
You have 4 minutes to complete the challenge
I made a $33k Katamari, 3 meter in size.
I reattempted this for a lower amount and $25k was enough to pass this stage. However you don’t need to go as “all out” as I did. @HEXN666 managed to pass this task with $3,300.

I don't think there is a minimum amount. I think you just need to complete it.
