The Queen appears at the end of the Bird & Elephant level once you've completed the level previously AND rolled up the King of all Cosmos. See that solution for additional information:
The We Also Love The King achievement in We Love Katamari REROLL+ Royal Reverie worth 138 pointsRoll up the King.
Like the King, she is REALLY big. You'll need to be about 3000m to be able to roll her up.
Here is a video of my run through the level in As Large as Possible mode where I rolled them both up:
1) Per Jamone the Afro in a comment on the King solution, this can be done in Eternal Mode which is unlocked after completing the level in As Large as Possible and As Fast as Possible.
2) If you bounce the Queen because you aren't large enough to roll her up directly, she will wake up and run away after several seconds so be prepared to roll her up ASAP.
The We Also Love The King achievement in We Love Katamari REROLL+ Royal Reverie worth 138 pointsRoll up the King.

If you punt her by accident below 3000m she can become scared and will run away but you can’t pick her up yet so you will have to restart.

I’m not sure what caused your problem, but any item that you can bounce, you can then roll up. You can’t bounce something that’s too big to be rolled up.

The easy mode is picking up de king in eternal mode one time and finish.(elephant & bird) the first time I played the Queen wasn't there.
Then I made a second run, and yes the Queen was in the game! Thats it, reach 3000m and the cheevo is yours.

How do you exit eternal mode and keep your progress after rolling the king and queen?
Edit: found the answer. You can quit by pushing X at any time.

Then I made a second run, and yes the Queen was in the game! Thats it, reach 3000m and the cheevo is yours.
