When you unlock the political map, periodically enemy agents will appear on it. The first one is scripted and you have to send your brawler to fight them to proceed. After that, they'll appear randomly. You can send any of your agents to fight them, but the brawler is naturally the best at it. Sometimes they'll come fight you too. I think you can also send more agents to have a higher chance of winning the fight, but it is still somewhat RNG based. I've seen my brawler and my spy together losing to a single enemy agent as well as my brawler soloing 2 enemy agents and an enemy brawler. I'm not sure if revolutionary patrol arrests count toward this, but you can spend six influence on the denounce option in the bottom building of the main plaza to help facilitate this if it does.
