Reports unlock after Tinsville becomes your prosecutor. Some of the answers can be found by simply reading the case file/evidence, but others have to be found through questions asked of the defendent/witnesses (these are marked by either a scroll for reading or speech bubble for asking in the report). You also can only call a witness to the stand once, so if the report has a question the witness can answer, it's possible to lose the answer by asking them the wrong question. You can view the log on the right side of the report, and if the defendant/witness didn't answer a question on the report, that question's speech bubble will be greyed out. NOTE: Every report question is multiple choice and it is possible to guess your way through them if you wish, but every question does have an answer from either the documents or the defendant/witnesses, so it's better to ask and check the log if possible. Also, you can view the report and fill out the questions/change your answers at any time during the trial, but once you decide on a verdict the game will lock you onto the report screen if you haven't submitted it yet and you will not be able to view the evidence again, so you may want to answer those questions first before continuing with interrogating the defendant.

Generally speaking, the defendant has to explicitly say "I did x crime intentionally" for the answer to be yes. I think there was a few instances where the second question was weird for me too, but I don't remember why. I'll update if I do.
