On day 14, a sabotage riot-causer guy will always spawn in. If you return to menu and reload the quick save right after this, 2 spawn. Quit to the main menu and load the quick ave again, 3. Then 4. You can litter the entire map; I recommend spawning 20 of them on day 14. They'll all de-spawn after a few days.
In combination with the above; after a riot is quelled: pause, quit to the menu, and re-load the quick save. It makes the quelled region go straight back to a full riot bar. It doesn't auto-restart a riot, but it does make it so any nudge activates another riot.
Of note, the reload quick save spawn infinite guys thing happens with any enemy, not just riot causers. So doing this will get you an extra enemy spawn. I still successfully played out this portion of the game without issue, while spawning in an extra enemies most days; it doesn't make it unmanageable.
