You will find Tedd in the Capitol (a large town with rows of identical houses) to start this quest. One screen to the right you'll find purple plants to cut down to get buds for this quest. They look like one twisting spike, as opposed to the more twisty version for another quest. Grab ten of them and return to complete the quest.
