John is found in the Capitol to start this quest. Two screens south you'll find the witch Zina, who will offer to help if you complete her quest Healing herbs for Rebecca (30G). Once you have completed that, speak to Rebecca's ghost near the water one screen south and return her ring to John to complete the quest.
