Easiest method to get this is simply buying a "Lightning in a Bottle" grenade from the Gun Shop in Grackle (for $9). Once you've purchased one or two head back out into the street, equip said throwable and throw it into a group or 2 or more people in Grackle. I'd recommend making a save before hand as this counts as a major crime. Then reload once the achievement pops! See my video for more detail:

I tested this on 2 people I knocked out and piled near each other, it worked. First time I used that weapon....it was startling. And funny.

There’s at least 2 ways to get this. One is to use a grenade call Lightning in a Bottle, which is cheap and can be found at the gun store.
Another is the ability Lightning Rounds under revolvers. It cost 2 Nimp Relics.
Active the ability and shoot into a crowd of enemies.

You will find Lightening in a bottle in at least one story mission. Just wait until enemies bunch up and throw it. I got this without even trying in the mission where you find 3 grenades on a box (no spoilers - about 4-5 hours in before a *kind of* boss fight in the main quest line - you can use the grenades on the regular enemies instead if you sneak by the boss)
