The first bounty for this achievement that was available for me was during Chapter 3 in Grackle (Pigman).

- Pigman bounty targets become available after completing chapter 2 (The Pigman) if you release the pigmen's souls from the tree.
- Ravenous bounty targets become available after chapter 3 (The Protector) if Wiindigo's spirit posseses Across Rivers ("Dirt and Blame" achievement)

I'm just not getting any pigmen bounties at all, on 2nd runthrough, released their souls from the tree in ch2 but nothing on bounty boards but normal people..... hoping for ch3 to bring around better luck

Maybe it's not a guarantee, but I chose to turn Ruth into a pigwoman at the end of Chapter 2 and then she was on the very first bounty board I looked at in Chapter 3. That seems like a solid way to make it happen.

I turned in Ruth, as a Pigman, and this achievement did not pop. Just FYI.

I also turned in Pig version of Ruth but the achievement popped, albeit silently.
