During the Protector's Journey you'll be headed to Boulder Creek and tasked with clearing out the area. After you meet with the cleric she'll explain that the sheriff left for Boulder Creek Mine. Once you arrive, go directly ahead and past the barricade to a building with "HELP" painted on the side. The Sheriff's star can be found on a body inside.

Make sure it's 'Gold sheriff's star'' with Blue Sidequest square mark on it, I had to go back a couple reloads because I only got a regular sheriff's star before it triggered.
